Advocate, Lawyer or Legal Consultant
You have been dealing with someone at a law firm, their card says legal consultant, and your matter may be heading to court. It is reasonable to want to know whether the person advising you is the person who can stand up in the hearing, and the titles used in the UAE do not make that obvious.
In short
This is not a technicality. It decides who can file for you, who can appear for you, and whether the person you have been meeting for three weeks will be in the room on the day.
Here is what each title means, who regulates it, and how to check which one you are dealing with in about five minutes.
The short version
- An advocate is licensed and registered to represent clients before the courts. If your matter reaches a hearing, this is the person who appears for you.
- A legal consultant advises, drafts, negotiates and works on transactions. A legal consultant does not plead before the Dubai Courts.
- The title lawyer is protected. Under Article 6(1) of Federal Decree-Law No. 34 of 2022, which has regulated the legal profession since 2 January 2023, only a licensed lawyer may use it.
- A foreign legal consultant is qualified in another country and registered to work here in a consulting role rather than as a court representative.
- Firms employ both, which is normal. The problem is only when nobody tells you which is which.
What is a legal consultant?
A legal consultant is a registered legal professional who advises on the law and does the work that happens away from a courtroom. In practice that is most of the work most clients ever need.
What a legal consultant does
- Advises on your position and on the law that applies to it.
- Drafts and reviews contracts, agreements, notices and corporate documents.
- Negotiates with the other side and their representatives.
- Handles transactional work, including company matters and commercial arrangements.
- Prepares the material and the analysis that an advocate then uses if a case is filed.
Many registered legal consultants are experienced practitioners with long careers, sometimes qualified in another jurisdiction. The title says what they may do here, not how good they are.
What a legal consultant does not do
A legal consultant does not act as your representative before the local courts. They cannot plead your case at a hearing in the Dubai Courts. If your matter is litigated, someone else appears, and you should know who that is before you pay anything.
Legal consultant, legal advisor, legal adviser
People ask what is a legal advisor and what does a legal advisor do, and the honest answer is that in the UAE market the words legal advisor, legal adviser and legal consultant are usually describing the same kind of work: advice, drafting, negotiation, no court appearance.
The word on the business card is not a regulated grade on its own. What matters is what the person is registered as, which is a question with a checkable answer. A registered legal consultant in Dubai is registered with the Dubai Legal Affairs Department, and you can ask for the registration details.
What is an advocate?
An advocate is a licensed lawyer entitled to represent clients before the courts: to file, to appear, to argue and to receive the court’s decisions on your behalf. When people picture a lawyer, they are picturing an advocate.
Rights of audience are tiered
Not every advocate may appear before every court level. Rights of audience in the UAE are tiered, so an advocate’s registration determines whether they can appear at first instance, on appeal, or before the highest court. This is why a firm may field different people at different stages of the same case, and it is a fair thing to ask about at the start.
Why this matters on the day
If your case is contested, the practical question is not who wrote the advice. It is who is on the record for you, who reads the Arabic file, and whether they are entitled to be in the room. Ask it plainly: who will be on the record for me, and are they a licensed advocate at the right level for this court.
Who may use the title lawyer
Article 6(1) of Federal Decree-Law No. 34 of 2022 restricts the title lawyer to those licensed to hold it. It is not a description anybody may adopt, and that restriction exists precisely because clients cannot easily tell the difference between one legal professional and another.
The practical use of this is simple. If someone describes themselves as a lawyer, they are making a claim that is capable of being checked, and a licensed professional will hand over the registered name, the licence number and the registering body without hesitation. Reluctance is your answer.
What is a foreign legal consultant?
A foreign legal consultant is someone qualified as a lawyer in another country who works in the UAE in a consulting capacity. Large parts of the commercial market run on this. Cross border contracts, arbitration work and corporate structuring are routinely handled by people whose original qualification is not a UAE one.
What a foreign qualified lawyer can do here
Advise, draft, negotiate, structure transactions, and advise on the law they are actually qualified in. That is substantial work and it is a legitimate registered role.
What is not settled, and why we will not state it flatly
There is a genuine conflict between UAE government sources on whether non-nationals may appear before the UAE courts, and the answer has changed over time. We are not going to state either position as fact on a website, because you might rely on it.
What to do instead: ask the firm directly whether the individual who will appear for you is registered to appear before the specific court your matter sits in, and check that registration with the regulator. That answer is specific to your case and it is verifiable, which a general statement on a web page is not.
Free zone courts are separate
The courts serving the DIFC and the ADGM operate under their own rules, in English, with their own registration requirements for representatives. Being registered to appear before the Dubai Courts is not the same as being registered to appear there, and the reverse is also true. If your contract names one of those courts, ask specifically about it.
Who regulates all of this
The Ministry of Justice
The Ministry of Justice regulates the legal profession at federal level and maintains the register of lawyers admitted to practise in the UAE.
The Dubai Legal Affairs Department
Usually shortened to DLAD, it licenses and supervises advocates and legal consultants practising in Dubai and maintains a public register of them. If your matter is in Dubai, this is the register to search.
The Abu Dhabi Judicial Department
The ADJD is the body for Abu Dhabi. If your matter sits there, check there. Firms are licensed too, separately from the individuals who work in them. Both are worth checking.
How to check which category someone falls into
You do not have to guess, and you do not have to be rude about it. Three questions and one search will do it.
Then check the register held by the regulator for your emirate. A failed search on a guessed spelling proves nothing, which is why you ask for the registered name first.

- Are you registered as an advocate or as a legal consultant, and with which body? A straight answer comes back immediately.
- Who will be on the record for me, and who will attend the hearings? If the answer is someone you have not met, ask to meet them.
- What is the registered name and licence number, for the individual and for the firm? Names are transliterated from Arabic in more than one way, so search the register using exactly what you are given rather than what you assume the spelling is.
Why the distinction matters before you sign
A firm employing both advocates and legal consultants is normal. The person who drafts a shareholders agreement and the person who argues a case are not always the same, and neither should be.
What causes problems is the assumption. You meet one person for weeks, assume they will represent you, and the assumption is never tested until a hearing date exists. By then the power of attorney is signed and the fee is paid.

What is a legal advisor, and what does a legal advisor do?
In this market the terms legal advisor and legal consultant are generally used for the same role: advice, drafting and negotiation rather than court appearance. In a company, in house legal advisor also describes an employee who advises their employer rather than you.
Can a legal consultant represent me in the Dubai Courts?
No. Court representation is the advocate’s role. A legal consultant can prepare, advise and negotiate, and that work is often what settles a matter before it is ever filed.
What is a foreign legal consultant?
A lawyer qualified in another country, registered to work here in a consulting role, typically advising on their own jurisdiction’s law and on cross border matters.
Is a legal consultant cheaper than an advocate?
Not automatically. Fees follow the work and the firm’s own structure, not the title. What the title changes is what the person is permitted to do for you.
The firm told me it has advocates. Is that enough?
Not by itself. Ask which named advocate will be on the record for your matter, and confirm they are registered at the level your court requires.
